According to some information, Kubios HRV already contains the necessary files to run properly. It does not need the full version of MatLAB because it contains the libraries and scripts to run as a standalone application. This is even mentioned on some documentation pages.

KUBIOS-HRV is available for Windows and Linux. It is a standalone MatLAB application (only the MatLAB runtime compiler and libraries, both included in the package, are needed in order to use it).

There is a post on Facebook where the developers have said the following:

As you may have noticed Kubios HRV is not any more available at http://kubios.uef.fi, but you can still get the latest release (version 2.2) by sending us an email at [email protected].
We are preparing the next release of Kubios HRV and we will keep you updated on the progress.

As you can see, you have to send an email to the address listed in the message above in order to obtain version 2.2 of the software.
